Start date before current date redux

Hi all! I'm trying to automate something so that Legal can avoid wasting time on something that's preapproved. Is there a way to string together some formulas such that I can create a condition where TRUE means that the start date of the contract can be before the current date as long as the start date is in the same month as the current date?

My brain is fried, and I have been staring at the formula list, and no inspiration has struck me.
