Public Workflow w/ eSignature

I have been asked to create a workflow where the counterparty would be able to sign without having to go into their email to find the DocuSign. Is this possible with just a Public Workflow? It doesn't seem to work without needing intervention through a signature coordinator and the counterparty having to navigate to their email.
