Carry over playbook and clause tags to new versions

It is utterly frustrating to re-tag clauses and re-select the correct playbook usages everytime the document is updated. If that clause is not updated, the prior selection should remain! I had to re-do them all after correcting a typo and nearly cried.

@Geneva_Yourse We took a look at this workflow. Unfortunately, it's a edge case bug. We're looking into a fix in the coming weeks, but this is an edge case so you shouldn't encounter this too often. Thank you!
