As the title states, when the message "Missing signature or initials tag in the document" appears, it should be a warning and not something that prevents a workflow from being published. For example, we have a number of templates in a workflow that don't require our signature, however, if they are negotiated or we're relying on 3PP it may trigger a rule that would require at least one of our signers. There's no place or reason to add a signature tag in any of our templates.
