Slack Notification - @mentions should always work and Admins should be able to set default settings!

Hi, again!

I was just having a conversation with key stakeholders about the Slack integration, and I've got a couple of Ideas that I'll pitch together:

Admins should be able to set company-wide default Slack Notification settings that will be applied when new users are invited
@Mentions in the Activity Feed should be sent to users with Slack, regardless of whether they have "Workflow Comment Added" turned on or off.
