How to prohibit Edit Document from users on certain workflows?

I see that we can only upload Docx format to the Workflow Designer:

But what if I do not want any edits to the document? Can I restrict users from making edits?

If I uploaded a PDF, they would not be able to edit - which is ideal in certain situations.

Anyone else have ideas? Similar concerns?
