It would be so helpful if the Notifications in Sandbox defaulted to "Off." Since Sandbox is used for testing purposes, we VERY rarely need to notify people of steps being taken. Since it defaults to "On," we find ourselves accidentally flooding inboxes with fake updates if we forgot to toggle Notifications to "Off" (which we forget to do often).
